On February 14, 2016 a meeting between the Foreign Minister of Ukraine Mr. Pavlo Klimkin and the Minister of Foreign Affairs of Qatar, Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani took place on the margins of the Munich Security Conference.The ministerial meeting focused on the issues of intensification of bilateral contacts at the highest and high levels. The ministers also exchanged views on the situation in Syria.
Official visit of His Highness the Emir of the State of Qatar Sheikh Hamad bin Khalifa Al Thani to Ukraine (19-20 October 2011)
During that pivotal visit the President of Ukraine said that he believed that the first ever official visit of Emir of Qatar Sheikh Hamad bin Khalifa Al Thani to Ukraine would begin the highest level dialogue, open new prospects for bilateral cooperation, and bring cooperation between the two countries to a qualitatively new level.
In the presence of Ukraine`s President and Emir of Qatar Sheikh Hamad bin Khalifa Al Thani, Ukraine and Qatar have signed the following bilateral documents:
- Agreement between the Government of Ukraine and the Government of the State of Qatar on Air Service;
- Agreement on Cooperation and Information Exchange Between the National News Agency of Ukraine Ukrinform and the Qatari News Agency.
Official visit of the Prime Minister of Ukraine to the State of Qatar (8-9 May, 2012)
The Prime Minister of Ukraine paid a two-day official visit to the State of Qatar on 8-9 of May, 2012.
During the visit, PM got acquainted with the “RasGas” work, met with its leadership. He also reviewed the Shell Company’s presentation. On May 8-th he met with the Prime Minister, Foreign Minister of Qatar Sheikh Hamad bin Jassim Al Thani. In their presence both delegations signed several bilateral documents, in particular – a Memorandum of Understanding in the energy sector between the Ministry of Energy and Coal Industry of Ukraine and Ministry of Energy and Industry of Qatar, a Memorandum of Understanding between Cabinet of Ministers of Ukraine and the Government of the State of Qatar on cooperation in education and scientific researches, a Memorandum of Understanding between the Chamber of Commerce of Ukraine and the Chamber of Commerce of Qatar.
On May 9th, Prime Minister of Ukraine met with the Emir of the State of Qatar H.H. Sheikh Hamad bin Khalifa Al Thani. Prime Minister of Ukraine also met with the heads of leading Qatari companies, as well as gave an interview to the Al Jazeera satellite TV channel.
In the framework of the visit the Ukrainian PM stressed that Ukraine was studying the possibility of purchase liquefied natural gas in Qatar. This was stated during Prime Minister`s visit to Qatari “Ras Gas” Company.
"Ukraine is persistently working on diversification of gas supplies and exploring the possibility of purchasing gas in Qatar".
Prime Minister stressed that for Ukraine cooperation with this country which produces a third of world production of liquefied gas is extremely important.
He also emphasized that Ukraine during the construction of LNG-receiving terminal of liquefied natural gas in the Odessa region would use the Qatari experience. "The Qatar has interested technological developments, and we shall use it during the construction of our terminal," said Prime Minister.
Prime Minister had suggested Qatar to consider the possibility of participation in the construction of LNG-terminal in the Odessa region. PM stated that during his meeting with Qatari Premier and Foreign Minister Sheikh Hamad bin Jassem al-Thani.
In addition, the Ukrainian party proposed Qatar to participate in exploration and extracting oil and gas on its territory.
In his turn, Prime Minister of Qatar pointed an energy cooperation issue between two countries as very promising. He said Qatar had extensive experience in building terminals for liquefied natural gas, so it was in need to negotiate and launch implementation of such projects.
In addition, H.H. Emir of the State of Qatar Hamad bin Khalifa Al Thani has offered Ukraine in addition to bilateral cooperation, cooperation in third countries, particularly in Africa. He announced this following the results of a meeting with Ukraine`s Prime Minister .
The Emir noted that Qatar was implementing a number of projects in Africa, and Ukraine has the appropriate technologies and specialists who can participate in these projects. He suggested Ukrainian companies to join the construction of railroads in the Sudan.
Official visit of the President of Ukraine to the State of Qatar (27-28 November, 2012)
On November 27-th in Doha, Ukrainian-Qatari negotiations took place under the presidency of the leaders of the two countries.
The parties discussed a wide range of economic cooperation issues. The leaders of the two countries emphasized the importance of initiating the work of Joint intergovernmental Ukrainian-Qatari commission on economic, trade and technical cooperation. Ukraine`s President and Sheikh Hamad bin Khalifa Al Thani also noted the urgency of constant functioning of Ukrainian-Qatari business forum.
In the course of negotiations, the President also drew attention to the progress of Ukrainian domestic reforms. He stressed that efficient reformation required large-scale complex approach. He added that the structure of Ukrainian economy required elaboration of specific approach to the modernization in different spheres. In that context, he emphasized the necessity of harmonizing the best world experience with Ukrainian realities.
The parties also discussed the challenges of Ukraine in the context of its geopolitical location.
Besides that Ukraine`s President and Sheikh Hamad bin Khalifa Al Thani exchanged state awards. The Head of Ukraine presented First Grade Order of Yaroslav the Wise to the Emir of Qatar. The Emir of Qatar presented Order of Independence to the President of Ukraine. The exchange took place after the meeting in “vis-à-vis” format.
On November 28-th the President of Ukraine and Prime Minister, Minister for Foreign Affairs of Qatar Sheikh Hamad bin Jassim bin Jabor Al Thani discussed topical issues of bilateral cooperation.
In the course of the meeting in Doha, the parties particularly discussed the prospects of cooperation in agricultural, energy, metallurgic and aviation spheres.
In the context of Ukrainian experience in EURO-2012 preparations, the parties also discussed the prospects of cooperation in Qatari holding of FIFA World Cup 2022.
The Prime Minister of Qatar noted “very good negotiations” between Ukrainian President and the Emir of Qatar. According to the Prime Minister, the Emir of Qatar is willing to enhance relations with Ukraine.
While in Doha, the President attended the presentation of Ukrainian national projects, organized at his initiative. The Head of the State also examined the activity of Qatar Science & Technology Park.
Foreign Minister of Ukraine Mr. Pavlo Klimkin and the Foreign Minister of Qatar Sheikh Mohammed bin Abdulrahmana Al-Thani hold meeting on the margins of Munich Security Conference.
Intensification of bilateral contacts at the high and highest levels were in the focus of the meeting between the Foreign Minister of Ukraine Mr. Pavlo Klimkin and the Foreign Minister of Qatar Sheikh Mohammed bin Abdulrahmana Al-Thani which was held on the margins of the Munich Security Conference on February 14, 2016.
Ministers exchanged views on the situation in Syria, particularly in the context of the agreement reached by the struggling parties and the international mediators for temporary ceasefire.
President of Ukraine Petro Poroshenko had a meeting with Emir of the State of Qatar Sheikh Tamim bin Hamad Al Thani during the 71st session of the UN General Assembly.
Special attention was paid to the involvement of the Ukrainian companies in the large-scale infrastructure projects of Qatar.
The parties have also discussed the facilitation of protection of fundamental rights of Crimean Tatars living in the temporarily occupied territory of Crimea and the city of Sevastopol. The emir of the State of Qatar expressed support for Ukraine's territorial integrity and noted that his state stood against any aggression against a sovereign state. He also noted that the State of Qatar considered Crimean Tatars living in Crimea as Ukrainian citizens.
The president expressed gratitude for the consistent support of territorial integrity and sovereignty of Ukrainian state.
On October 4-th, 2017 the Minister of Foreign Affairs of Ukraine H.E. Mr. Pavlo Klimkin paid a working visit to the State of Qatar.
During the visit to Doha, H.E. Mr. Pavlo Klimkin met with the Prime-Minister, Minister of Internal Affairs of Qatar Sheikh Abdullah bin Nasser Al Thani, Qatar Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani and the State Minister for Foreign Affairs of Qatar Mr. Sultan Al-Mreikhi.
On January 27-28, 2018, Minister of Infrastructure of Ukraine Volodymyr Omelyan paid a working visit to the State of Qatar.
During the meeting of Ukrainian delegation with Minister of Transport and Communications of the State of Qatar Jasim Al Sulaiti, Qatar Airways Group Chief Executive Akbar Al Baker, Heads of Qatar Civil Aviation Authority and Qatar Ports Management Company "Mwani Qatar" possibilities of intensification of bilateral cooperation were discussed.
President of Ukraine Petro Poroshenko paid official visit to the State of Qatar on March 19-20, 2018.
The Head of State had negotiations with Emir of Qatar Shaikh Tamim bin Hamad Al Thani, Prime Minister, Minister of Interior of Qatar Sheikh Abdullah bin Nasser bin Khalifa Al Thani, Minister of energy and industry of Qatar Mohammed Al-Sada, CEO of the Qatar Investment Authority Sheikh Abdullah bin Mohammed Al Thani and with the Head of the Qatari buisnessmen Association Sheikh Faisal bin Qassim Al Thani.
In the course of the official visit to Qatar, President of Ukraine Petro Poroshenko took part in the opening of the Qatar International Agricultural Exhibition-2018.
Following the negotiations between President of Ukraine Petro Poroshenko and Emir of Qatar Sheikh Tamim bin Hamad Al Thani, a number of bilateral documents were signed, in particular:
- Agreement on mutual abolition of visa requirements between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar;
- Agreement between the Cabinet of Ministers of Ukraine and the Government of the State of Qatar on Military Technical Cooperation;
- Agreement for the promotion and reciprocal protection of investments between the Government of Ukraine and the Government of the State of Qatar;
- Agreement between the Government of Ukraine and the Government of the State of Qatar for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income;
- Agreement on the establishment of the joint comission on economic, commercial and technical cooperation between the Government of Ukraine and the Government of the State of Qatar;
- Memorandum of understanding between Qatar University and Taras Shevchenko National University of Kyiv.
President of Ukraine Petro Poroshenko stressed that during the official visit to Qatar intensive negotiations had taken place resulting in a number of extremely important agreements.
“I am confident that it is a powerful impetus that significantly intensifies Ukraine's cooperation with the Gulf countries, particularly Qatar,” the President emphasized.
On July 30-31, 2018 at the invitation of Minister of Infrastructure Volodymyr Omelyan, the delegation of the State of Qatar, headed by Minister of Transport and Communications Jasim Al Sulaiti, paid an official visit to Ukraine.
On October 30 – November 1st, 2018 Minister of Internal Affairs of Ukraine Arsen Avakov and accompanying him delegation, including Head of the National Police of Ukraine Serhii Kniaziev paid a visit to the State of Qatar.
During the visit the Ukrainian delegation had meetings with Prime Minister, Minister of Interior of Qatar Sheikh Abdullah Al-Thani and Director General of Public Security (Chief of Police) in Qatar Saad Al-Khulaifi.
Ukrainian delegation also took part in the 12th International security exhibition «Milipol Qatar 2018».
On November 1st, 2018 in the presence of Minister A.Avakov and Head of Qatari Government A.Al-Thani in the Headquarters of the Ministry of Interior of the State of Qatar Head of the National Police of Ukraine S.Kniaziev and Director General of Public Security in Qatar S.Al-Khulaifi signed a document on cooperation between the National Police of Ukraine and the Ministry of Interior of the State of Qatar.
On November 14-15, 2018 First Vice-Prime-Minister, Minister of economic development and trade of Ukraine H.E. Stepan Kubiv paid a two-day official visit to the State of Qatar aimed at holding the first session of the Joint Inter-governmental Ukrainian-Qatari Commission on economic, commercial and technical cooperation.
Within the framework of the visit H.E. Stepan Kubiv had a meeting with Prime Minister, Minister of interior of Qatar Sheikh Abdullah Al Thani, during which both Sides discussed the perspectives of expanding of the bilateral cooperation in various spheres of common interest.
The First Vice Prime-Minister, Minister of economic development and trade of Ukraine Stepan Kubiv also participated in the official opening ceremony of the first Ukrainian-Qatari economic forum that took place in the Chamber of Commerce and Industry of the State of Qatar with the participation of businessmen from both countries, where he addressed the esteemed audience.
On February 18-19, 2019 the Ukrainian delegation led by Minister of Finance Oksana Markarova paid a working visit to the State of Qatar, where held meetings and negotiations with Minister of Finance of Qatar Ali Al Emadi, Chief Executive Officer of the Qatar Investment Authority Mansoor Al Mahmoud, top management of the Qatari leading banks – Qatar National Bank, Qatar Central Bank and others.
On April 4-8, 2019 Speaker of Verkhovna Rada of Ukraine Andriy Parubiy paid an official visit to the State of Qatar where participated in the 140thAssembly of Inter-Parliamentary Union, which is being held in Doha. On April 7, 2019 during the General Debate Andriy Parubiy delivered his speech, in which he drew particular attention to the ongoing Russian aggression against Ukraine.
On April 15, 2019 next session of inter-ministerial political consultations was held in Kyiv co-chaired by Deputy Minister for Foreign Affairs of Ukraine Sergiy Kyslytsya and Secretary General of the Ministry of Foreign Affairs of the State of Qatar Ahmad al-Hamadi.
During the meeting, the sides exchanged their views on the present state and prospects of Ukrainian-Qatari cooperation, topical issues on the regional and global agenda.
The interlocutors positively assessed the activation of political contacts, progress in trade and economic cooperation and interaction within the UN and other international organizations. They paid particular attention to the development of bilateral legal basis.
